EMERGENCY ASSIGNMENT:
Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.
All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.
Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In the position of Supervisory Contract Specialist, you will be responsible for providing strategic management and overseeing the coordination and integration of numerous complex procurement, acquisition programs and portfolios at all levels within FEMA.
Typical duties include:
Determining the applicability and effect of new or proposed legislation, executive orders or regulations on component operations, procurement and acquisition programs; Overseeing the use of Federal and Department of Homeland Security (DHS) acquisition regulations, policies, procedures, goals and objectives; Reviewing and implementing acquisition law and program management policies relating to procurement and acquisition programs; Documenting the requirements of the procurement and acquisition process; with innovative strategies that support the Department's mission requirements; Overseeing the overall planning, direction, and timely execution of a requirement, program or several program segments, each of which is managed through separate subordinate organizational units; Providing overall policy and structure for acquisition management using Acquisition Lifecycle Framework, Federal Acquisition Regulations, Acquisition Review Process, and Acquisition Review Boards.

COVID VACCINATION:
As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.

QualificationsThe qualification requirements listed below must be met within 30 days of the closing date of the announcement.
You qualify for this position at the GS-15 level (starting salary $144,128) if you possess the following:
One full year of specialized experience equivalent to the next lower grade (GS-14) in the Federal Service.
This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.
Specialized experience for this position includes:
Coordinating or overseeing the support of mission requirements and procurement actions; Incorporating policy or regulations that impact procurement concerns with regards to an agency; Providing leadership, staff coordination, or consultation for an acquisition/procurement team (e.
g.
formulating project plans, guidelines, improving processes, and implementing new developments); Developing acquisition strategic plans or initiatives to meet acquisition requirements.
This position has a positive education requirement.
In addition to the Specialized Experience requirement, you must meet the listed education requirement below.
(Submission of transcript is required.
) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions.
At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
And A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver.
If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions.
DAWIA Certification Conversion:
DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
g.
, Peace Corps, AmeriCorps) and other organizations (e.
g.
, professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
